ENR 1.6   Procedures ADS-C / CPDLC dans la FIR Antananarivo ADS-C / CPDLC operation in Antananarivo FIR

1.INTRODUCTION
1.1.ATS Data link operations is implemented within ANTANANARIVO FIR
The ATS Data link applications will be provided to equipped aircrafts in accordance to PANS/ATM 501 - DOC 4444 and global operation data link document (GOLD) of ICAO.
1.2.Flight crews using these Data Link facilities must be trained in the use of Data Link equipment to a level approved by the State of Registry.
Receipt of a Logon Request will notify ATC that flight crews meet this requirement.
1.3.The Data Link applications supported by Antananarivo ground system are Controller Pilot Data Link Communications (CPDLC) and Automatic Dependent Surveillance (ADS)
The CPDLC function supports :
- Emergency alerting
- Uplink of ATC clearances and instructions
- Dowlink of position reports and clearance requests
- Free Text as a supplement to preformatted elements
The ADS function supports :
- Emergency alerting
- Automatic reporting by aircraft’s FMS and intend information in accordance with contracts established by the ground system
1.4.Before ADS and CPDLC connections can be established with Madagascar ATC centre, an initial AFN LOGON must be performed by the pilot in accordance with company procedures. This is achieved by sending the AFN Contact message (FN_CON) to the ground system.

 

2.LOGON PROCEDURES
2.1.ATS DESIGNATOR
Antananarivo ICAO Facility designation is : FMMM.
Antananarivo ACARS Address is : TNRCAYA
2.2.INITIAL LOGON (PILOT INITIATED)
From aircraft proceeding inbound to Antananarivo FIR from a non-CPDLC capable FIR or departing from airports within Antananarivo FIR, ATC will accept 1st LOGON between 15 minutes and 45 minutes prior to entering FIR FMMM.Nevertheless Antananarivo ATC requests initial LOGON at least 20 minutes prior to Estimate FIR Boundary or prior to departure.
2.3.ADDRESS FORWARDING PROCESS
2.3.1.OUTBOUND TRAFFIC
Aircraft departing within Antananarivo airspace can expect to be Address Forwarded to an adjoining CPDLC capable FIR prior to crossing FIR boundary
2.3.2.INBOUND TRAFFIC
For inbound flights from upstream Data Link equipped centres, Antananarivo requirements are as follows :
-Connection Management Requirement: LOGON is required at least 20 minutes prior to Estimate FIR Boundary
-CPDLC Connection Transfer: required at least 5 minutes prior to Transfer of Control Point (TCP) unless otherwise coordinated
-Crossing FIR Boundary: Antananarivo requests voice communication instruction as follows: " CONTACT FMMM CENTER [Frequency]* " (* Frequencies as those assigned during Coordination)
A SELCAL check can be required on HF.

 

3.CPDLC APPLICATION
3.1.GENERAL
3.1.1.CPDLC will be the primary means of communications between ATC and equipped aircrafts.
Voice will be used as the backup communications medium.
The controller communicating via CPDLC will hold the responsibility for SAR and communications alerting
3.1.2.The provision of Pre Departure Clearance (PDC) via CPDLC to departing aircraft is not available as part of the specifications of the Antananarivo ATM program.
3.1.3.Standard preformatted messages are to be used in CPDLC communications, specifically for pilot clearance requests and ATC instructions. The use of Free Text elements should be kept to a minimum.
3.1.4.Controller/Pilot dialogues opened by CPDLC must be closed by CPDLC.
3.1.5.To avoid ambiguity in CPDLC exchanges, pilots are required not to use message containing more than one clearance request.
3.1.6.If any ambiguity exists as to the intent of a particular message, clarification must be sought by voice.
3.1.7."STANDBY" element will be used by ATC to notify the pilot that the request has been received and delay of less than 10 minutes can be expected until a response is sent. The dialogue remains open.
3.1.8."REQUEST DEFERRED" element will be used by ATC to notify the pilot that the request has been received but a delay of more than 10 minutes can be expected until a response is sent. The dialogue remains open.
3.2.MESSAGE RESTRICTIONS
3.2.1.Antananarivo requires not to use element "CRUISE [altitude]" in CPDLC messages.
3.2.2.ATC will not issue Block Level Clearances.
3.3.POSITION REPORTING
3.3.1.Antananarivo requires an initial CPDLC [position report] at FIR Boundary entry point then ADS reporting only.
This is to ensure that CPDLC connection is active with Antananarivo Centre.
3.3.2.In case of ADS only failure, Antananarivo shall inform pilots of the shutdown and CPDLC position reports will be used.
3.4.UPDATING WAYPOINT ESTIMATES
3.4.1.Even reporting by ADS within Antananarivo airspace, pilots may be required to provide update estimates for waypoints through voice communication, upon request from ATC.
3.4.2.If required, a pilot may advise a revised estimate by downlinking a CPDLC [position report] (48) containing the revised estimate or the Free Text message "REVISED ETA [position] [time]".
3.5.TRANSFERS TO AND FROM CPDLC
3.5.1.When CPDLC is being used as the primary means of communications and ATC requests a voice contact, the uplink message element "CONTACT [unitname] [frequency]" shall be sent; e.g. :
"CONTACT FMMI APP 125.7"
This procedure will be systematically applied for flights landing to FMMI during transfer to Ivato Approach. Pilot/Controller communications will continue on voice until the aircraft has landed while ADS/CPDLC connections remain active.
3.5.2.Pilots will be instructed on voice to transfer to CPDLC (for instance beyond VHF coverage) by using the phraseology :
"TRANSFER TO FMMM CENTRE ON DATA LINK. MONITOR [frequency]"
This procedure will be applied for flights departing FMMI during transfer to ACC
3.5.3.Pilots departing within Antananarivo FIR into both CPDLC or non-CPDLC FIRs will be instructed to contact the adjacent centre by the use of the CPDLC uplink message:
"CONTACT [unitname] [frequency]. END SERVICE"
This is to ensure synchronization of the current CPDLC connection termination with Antananarivo and voice communication transfer.
ATC expects to receive from pilot the closure response "WILCO" to this message.
3.6.SPECIFIC PROCEDURES
3.6.1.For aircraft inbound to destinations within Antananarivo FIR, CPDLC and ADS connections will be maintained until the aircraft has landed. Nevertheless pilots may be instructed to transfer to VHF voice prior to landing.
3.6.2.For aircraft departing from airports within AntananarivoFIR, the CPDLC connection shall be established automatically by ground system upon successful Logon.

 

4.ADS APPLICATION
4.1.Pilots must ensure that ADS is left armed during flight progression within Antananarivo FIR
4.2.ADS Contracts will be established automatically upon successful Logon.
The Vertical Rate Change event contract is not used by Antananarivo.
The default rate of Periodic Contract is set to 10 minutes in all airspaces of the Antananarivo FIR
4.3.Following initial CPDLC position report on first contact, ADS reporting will fulfil normal position reporting requirements within the FIR
Neither CPDLC nor Voice position reports will be required while ADS is operational.
4.4.Under normal circumstances, ADS Contracts and connection shall be terminated by Antananarivo after the aircraft has left the FIR
5.DATA LINK FAILURE
5.1.In case of unexpected ACARS global failure, voice communications will be required until Data Link system has resumed normal operations.
The return of the system to an operational state will require new AFN_LOGON from affected aircrafts.
5.2.When flight crews or controllers are aware of CPDLC failure, voice communications must immediately be established on appropriate frequency. Voice must continue to be used as the primary medium until a CPDLC connection has been re-established and controller has authorised the return of Data Link

 

6.EMERGENCY PROCEDURES
6.1.Pilots should notify ATC of emergency situations by the most appropriate means (voice or CPDLC)
6.2.If a CPDLC MAYDAY or PAN message is received, the controller will immediately acknowledge receipt of the emergency by using the Free Text message "ROGER MAYDAY (PAN)"
Normal emergency procedures shall be followed.
Controller may also attempt to make voice contact with the pilot.

 

7.IDENTIFYING DATA LINK AIRCRAFT
Antananarivo requests the following items in the ICAO Flight Plan to be inserted:
Item 10a: Letter J to indicate CPDLC capability
Item 10b: Letter D to indicate ADS capability
Item 18: Indicator DAT/ followed by letters as appropriate to indicate the type of Data Link equipment carried
