ENR 1.11   Région des opérations de vol UPRs et INSPIRE UPR geographic zone, INSPIRE

1.INTRODUCTION
1.1.To reduce the environmental impact of aviation on the environment the members of the Indian Ocean and Arabian Sea Strategic Partnership to Reduce Emissions (INSPIRE) are collaborating the allow airspace users access to User Preferred Routes across the Indian and Southern Oceans airspace.
1.2.ASECNA, with INSPIRE partners and peer ANSPs, are collaborating to establish a UPR Geographic Zone.
1.3.This AIP SUP provides procedures and instructions for participating UPR flights in the FMMM Flight Information Region
2.PROCEDURES
2.1.INSPIRE airline partners that have received prior approval from INSPIRE, may use the following procedures within Antananarivo Flight Information Region.
2.2.For all other flights, the off air route is on the approval of the Antananarivo ACC on the working frequencies or CPDLC. The clearance for an off air route depend on the traffic in charge.
2.3.South East Asia – Africa - Australia
The following instructions apply to participating flights between Asia and Africa
FIR Entry and exit points
  1. FSSS/FIMM boundaries – flight must enter or exit the FMMM FIR via published waypoints or a position of latitude and longitude described in degrees and minutes.
Entry and exit points to the non UPR FIR
  1. FQBE boundary - must enter or exit the FMMM FIR via published waypoints or points defined in latitude and longitude followed: S15° 40’ - E042° 37’, S18° 40’ - E041°13’, S19° 00’ - E040° 37’, S20°00’ - E040° 00’, S21° 00’ - E040° 00’, S23° 00’ - E040° 00’, S25° 00’ - E040° 00, S26° 00’ - E040° 00
  1. FAJO boundary - flight must enter or exit the FMMM FIR via a position of latitude and longitude described in degrees and minutes
UPR flight planning requirements
  1. UPRs must be in constructed via published waypoints, navigation aids, or whole degrees of latitude and longitude
  1. UPRs may include air routes
  1. Time intervals between waypoints must not exceed 30 minutes
Vertical limit : FL 245 to FL 460 horizontal
Horizontal extension : Antananarivo FIR
2.4.Access to UPR
Airspace users may only file a flight plan user preferred route in the UPR Geographic zone if they meet the following minimum criteria:
FIR Entry and exit points
  1. RNP10, and
  1. ADS-C/CPDLC equipped
The minimum criteria listed above must be notified in the flight plan
2.5.Suspension of UPR operations
In the event of air service disruption or contingency situation, the UPR operations shall be suspended.
